The above video, shot on April 3 or 4 and published this week, shows a group of Philadelphia police officers punching, kicking, and tasering an unarmed black man. By the end of the clip, at least a dozen officers have arrived to the scene. According to the Philadelphia Daily News, police have launched an internal investigation into the incident.

Philly blogger Jasmyne Cannick, who first posted the clip, wrote that the man being beaten is Tyree Carroll, a 22-year-old resident of Germantown, where the video was taken. Family members told Cannick that cops stopped Carroll for riding his bike the wrong way down Locust Avenue. He was charged with assault, reckless endangerment, resisting arrest, and possession of crack cocaine. Cannick wrote that the video was taken at around 7:30 p.m. April 3, but according to Raw Story, court records show that Carroll was arrested the following day.

In the video, shot by a neighbor, officers can be seen beating Carroll and shouting at him. One officer calls him a “piece of shit,” and another shouts, “you’re getting the fucking taser.” Carroll can be heard calling out for his grandmother, with whom he lives nearby. Because the video is relatively dark and was shot from a distance, it’s hard to tell exactly how many officers are present. A witness counted 26 officers, 24 of whom were white, Cannick reports.

Carroll reportedly told a representative of the nonprofit Pennsylvania Prison Society that he bit one of the officers because he was unable to breathe and feared for his life. The arresting officer also said in a pretrial hearing that Carroll bit him. Carroll remains in custody and will be arraigned July 21, the Daily News reports.
